Local development of industrial areas affected by industrial re-organisation through guidance and training activities for young people and public officers

European countries have different entrepreneurial cultures and that has an impact on decision making strategies on educational, vocational and more in general guidance systems. Measures to improve the employability, also through self-employment, are key elements in EC and national programming plans and international literature.

The objective of the European Union's structural and cohesion policies is to reduce economic and social disparities within the Community. These policies support national and regional policy in regions facing difficulties and on the labour market. In regions undergoing structural conversion, synergy will have to be sought between measures aiming at integration, professional training and re-skilling. In order to promote entrepreneurship, a combination of demand-side measures (support for creating new activity) and supply-side measures (targeted information, training and tutoring) should be implemented.

Transfer of experience and good practices is a key factor for national authorities to prevent and to not underestimate the labour market situation for the all interested parties: entrepreneurs, employees, vulnerable groups in the labour market.

The DIOGENES project aims at developing industrial areas affected by re-organisation processes through training, guidance and awareness raising activities addressed both to youngsters (especially socio-economic disadvantaged ones, according to the above mentioned indicators) and decision makers/public professionals in order to improve their entrepreneurship skills, knowledge and attitudes.

Human resources need to be reconverted and specialised in new economic sectors, strategic for the sustainable development of these areas, investing in particular on young people but also on professionals of the public sector as they could guarantee the sustainability of the project outputs and outcomes also after the project end, becoming brokers/developers for the socio-economic development of the districts.

The project has been funded in 2007 by the EC through the Lifelong Learning Programme - Transfer of Innovation (TOI) measure.
